After serving as Representative General of Canada from 1898 to 1904, Master Minto became the Viceroy of India in 1905, where he organizations numerous changes and carried on the conventions he had built up in Canada. He resigned to Britain in 1910 and, for his lifetime of benefit, was made a Knight of the Fastener.
In 1909 the Morley-Minto Reforms allowed isolated electorates to Muslims. In these the numerical quality of assembly chambers was expanded. 27 out of add up to 60 individuals were to be chosen and 5 seats were saved for the Muslims.
