Explanation

The Water Apportionment Accord (WAA) was signed by provinces on 16 March 1991 .

It was approved by the Council of Common Interests (CCI) on 21 March 1991 .

Clause 13 of the WAA recognized the need to establish the Indus River System Authority (IRSA) .
