Because the gene responsible for its development is located on the X chromosome.

Since males only have one X chromosome, they are more likely to be affected by the disorder if they inherit a mutated copy of the gene. Females, with two X chromosomes, can be carriers if they have one mutated copy but still express the normal phenotype due to their other X chromosome.
