The agreement was signed on October 27, 2020

BECA is part of a series of agreements between the two countries that aim to increase military cooperation:

• General Security of Military Information Agreement (GSOMIA): Signed in 2002
• Logistic Exchange Memorandum of Agreement (LEMOA): Signed in 2016
• Communications Compatibility and Security Agreement (COMCASA): Signed in 2018
