“It” is very common with weather terms.

“It is raining, snowing, hailing, foggy, windy, stormy, thundering,” etc.

NOTE:

Every sentence needs a subject and a verb.

“It” is the subject, even if meaningless, although instead of calling it a Dummy, it could also be understood to mean “the Weather”.
