Explanation

The phrase "weal and woe" means joys and sorrows.

It refers to both the good and bad, the fortunate and unfortunate, or the happy and sad aspects of life. 

"Ups and downs" is also a good way to describe the fluctuations in life, but "joys and sorrows" more directly captures the meaning of "weal and woe".
