Hajj Act Scope and Limitations

Supervising financial accounts of HGOs is not within the scope of the division's concern under the Hajj Act 2023. The Hajj Act 2023 outlines the responsibilities and functions of the division, which includes regulating and overseeing the activities of Hajj Group Organizers (HGOs). However, supervising financial accounts of HGOs is not one of the division's concerns. Instead, the division focuses on ensuring that HGOs comply with the regulations and guidelines set out in the Hajj Act 2023, including providing accurate information to pilgrims, ensuring safe and comfortable travel arrangements, and complying with health and safety protocols. The division's primary goal is to protect the interests of pilgrims and ensure that they have a safe and successful Hajj experience.


The Hajj Act 2023 provides a framework for the regulation of HGOs, including licensing requirements, financial reporting obligations, and inspection and monitoring procedures. While the division is responsible for overseeing the activities of HGOs, it does not have the authority to supervise their financial accounts. This responsibility may fall to other government agencies or regulatory bodies, such as the financial regulatory authority or the auditor general's office.
