Explanation

The total strength of the Cabinet, including the Ministers of State, shall not exceed 11% of the total membership of the Majlis-e-Shura (Parliament).

This provision ensures a manageable size of the executive branch relative to the legislature.

Article 92(1) of the Constitution of Pakistan specifies this limit.
