Explanation

During the war years of 1939-45, the Muslim League formed its ministries in Bengal and Sindh.

 In the 1937 elections, the Indian National Congress emerged in power in eight provinces –

The three exceptions are Bengal, Punjab, and Sindh.  

- It formed Ministers in 8 out of the 11 provinces.  

- In Assam, it had won 33 out of 108 seats

Elections were held in 11 provinces –

1. Madras
2. Central Provinces
3. Bihar
4. Orissa
5. United Provinces
6. Bombay Presidency
7. Assa
8. NWFP
9. Bengal
10. Punjab
11. Sindh 

- The final results of the elections were declared in February 1937.

The INC emerged in power in eight of the provinces – the exceptions being Punjab and Sindh.
