Explanation

The FIA is a federal institution and can take cognizance of a case only when referred to it by federal authorities or on a matter falling under federal jurisdiction

According to section 3, Federal Government may constitute an Agency to be called the Federal Investigation Agency for inquiry into and investigation of:

the offense specified in the Schedule

including an attempt of conspiracy to commit

and abetment of, any such offense.
